In a surprise move Wednesday night, Republicans in the House of Representatives passed an `incapacitated persons'' law that would send cases such as Schiavo's to federal courts for review. It's unclear whether the Senate will act today or Friday, or will pass a similar bill introduced by Florida Republican Sen. Mel Martinez. Instead, it may act on a `personal relief'' measure that would apply only to the Schiavo case. ``We do have to act before we leave,'' Senate Majority Leader Bill Frist said. ``Should we allow her to be starved to death?'' Congress is to recess Friday for the Easter break. ``I believe this body is going to have to speak on this particular matter before we leave for recess,'' said Frist, a doctor.
